Hello,
Heartblooms of different kind can be bought from the NPC in the main city of Pernon/Oriel. Some of them are also sold by the special NPC in the village square.

I would just like to add that you can also get Construction Fluxes via Essencetapping in Oriel/Pernon. You can get all grades of fluxes from Minor to Major, depending on what level of gatherable you are tapping.
