It's limited in application, typically to three uses, as indicated on the item description. However, it can only be used on an untouched item—a "virgin" piece that hasn't seen any enchantment or insertion of manastones or godstones—essentially, it must be freshly acquired and unopened. Upon using it, you'll be presented with an interface to review the outcome and decide whether to accept it. Regardless of acceptance, each use will reduce the Tochiro scroll's usage count by one.
