Are trading brokers sold publicly on the server?

Hi
The trading brokers are available for one race each, Asmodian and Elyos.
For example, Elyos broker sales will be displayed only to Elyos side. Asmodian broker sales will be displayed only to Asmodian side.
There's no server wide broker.
