Is there a method to boost the drop rate for Crafting Flux in the Sarpan/Tiamaranta Region?

They appear so infrequently, and when I look at the auction house, they're almost absent.

It's near impossible to craft anything at this level because almost every recipe needs a proc, which in turn demands a bunch of Flux materials.
