Hey Princess so which camp are we talking about so did you killed the "WarCaptain" in the cap if not you need to kill him to turn the camp, and this npc will spawn every 14 min after his dead.

To successfully lure the Tursin mob to the smaller camp, I suggest checking out the guide on YouTube—it'll probably make things much clearer as you follow along. Just mirror the video steps exactly.
