The Steel Rake unlock quest will not trigger. I got the "Suspicious Shugo" quest and completed it, but the follow up did not unlock. I'm level 41, so it should be accessible.wiki link to quest. In-game name is Rassy

you need to fly to the island of the Dark Cloud, pass the quest there

did you complete the "Suspicious Shigo" entry quest?there, when you are sent inside the dungeon, you need to talk to shigo inside and he gives you a scroll of teleportation to the dark cloud,and then you just fulfill the requirements that are written in the quest

Read my OP... I finished the Suspicious Shugo quest. The next quest, "Price of Good Will" which is what takes you to SR, does not show up after completion of Suspicious Shugo

Signed in today and now the quest "Price of Good Will" is available. Issue resolved itself again after the daily reset.

by the way, yes.On the server, some nonsense is happening with quests.Half is unavailable, and may open and become available in a few days only
