the new character become directly this items but old character can't

If you skipped the growth quest and reach the lvl 65 already, you will have to craft the hot heart of magic by your own. 

I think this needs to be fixed, many people are victims, I tried it 4 times and it didn't work, and they give it to my alts for free.
