i turned antivirus off and still cant log in
it says error 1023

Ensure you have up-to-date drivers for your graphics card.

Also, don't forget to add DirectX. You can get the right version (June, 2008) from the official site . Download it, choose a folder for unpacking, then go to that folder and run the .exe file to install if needed. IMPORTANT! Upon launching, it asks for an unpacking path. Again: it's only for unpacking! You still need to open the folder and run DXSETUP for the actual installation.

i did the 2nd and 3rd step but i cant do the first "install relevant drivers for my video card" and still same error
 i did restart my pc too still doesnt work

Try also to remove files  SystemOptionGraphics and system from the game folder and then start the game. 

which folder contains this file :systemOptionGraphics ?
i removed the system folder from objects

They must be in the game folder, not in the other folders. Just euroaion

i dont have any of these files on euroaion folder

Then the problem is in the drivers. You need to check them and update.
