Game Freezes at NCSoft screen

I have already scoured the forums and read all the other topics where people had this issue. I get an error message with a sendlog every time I try to launch the game. Game is updated. All Direct X, C++, and Net framework downloaded AND installed. Running as administrator. PC RAM is a-ok, clean, etc. No other programs running, and no problems with my PC. Yet the problem persists. I have copied the sendlog below. Please help, I really want to enjoy your server.

Hello,

The problem is still in DirrectX. Try uninstalling and re-installing both DirectX versions you have.
