Yo have to be at least Level 30 on one Character to enable the gift function.

but where is info about this lvl limit? In shop you can only see note about "You can only ever gift 1 item to somebody" and "You can send 5 gifts per day". You should add this information in shop. I dont think patch note is a sufficient source of information about money shop. It's little manipulation.
