I have two different problems found by myself.
I.
Is Your problem the same or similar like this:

If Y, i have found a solution.
This is a reply to problem showed in pasted film, in one forum:
"In monitor settings:
Turn off all image enhancers and gaming assists, i.e.: all black corrections, all automations, all boosts, scaling, contrasts, liquefiers, sharpeners, etc.
-Turn everything off, then turn on one additional feature at a time and you'll see when the problem occurs or what's messing with what. In my case, specifically, the problem was with the liquefier and sharpening - both at once could not work, and for some unknown reason the manufacturer turned on both functions by default.
-You may have similar settings in the driver, I'm riding on the defaults with DSR/VSR enabled because such anti-aliasing suits me better. Also turn on variable refresh rate, it may help, but you probably have it turned on by default. You may also be limping anisotropic filtering in a particular game.
-with dynamic resolution scaling in the game you are unlikely to use with this configuration.
-if it not solved a problem: change the monitor to a monitor with less streaking."

II.
I readed also about Your GPU: Rx 7900xtx. Net showing problems with temperatures, like throttling etc. Here is the AMD statement:
“We are working to detect the cause of the unexpected throttling occurring in some use cases of AMD Radeon RX 7900 XTX graphics cards manufactured by AMD. Based on our observations to date, we believe that the problem is related to the cooling system used in the reference design and occurs in a limited number of cards sold. We are committed to resolving this problem in the cards that have it. Customers who have found unexpected throttling are asked to contact AMD support.”
