2) While leveling without Siel is possible, you will face numerous limitations, especially regarding loot. Since you'll likely level up on your own, trust me, better gear than just grey/white loot is essential if you want to avoid getting overwhelmed by mobs.

Siel is practically essential. Additionally, if you aim to compete seriously, then yes, spending a substantial amount is necessary even in classic mode (unless you enjoy grinding instances 8 hours daily - RMT-driven inflation makes grinding costly compared to buying kinah).
If you're like me and don't fuss over it, you can advance at your own rhythm, just anticipate frequent defeats in pvp..a lot

If anything, experiment with it for the combat system while leveling, it's arguably the game's strongest aspect.

3) Definitely, but ensure you select Atreia as your server since Taha is largely inactive.

4) I haven't played on NA so I can't comment on that, but NA seems to be ahead in patches yet has a smaller player base.
