If you install a kisk on devine before the siege begins, then after the siege begins, it will disappear and you will not be able to put a new kisk after after 20 minutes after installation.
There is no kisk, but the game will assume that it exists.

Yes, you can´t put a kisk in the raid area.

You literally said here, that your kisk dissapears when raid start´s which means it was in the "Forbidden" area.
Also you have a cooldown on placing kisks.
Again, both things are not Bugs.
