On weekends, doubling the XP rate makes it certainly worthwhile. During the rest of the week, it really hinges on your level.
Here's a leveling guide I've found super effective:
1-10: Just go after random mobs
10-16: Hunt down kaidans in Verteron
16-21: Tackle Haramel
21-25: Dive into quests in Eltnen
25-30: Head to Nosh
30-32: Complete quests in Heiron
32-40: Run Fire Temple/Kromede/Campaign missions
40-45: Take on jeiaparan quests and party up for gold coin repeats
45-50: Explore Theo/Adma and repeat platinum quests
50-53: Focus on quests/campaign in Gelk/Inggi
53-64: Conquer Beshmundir
64-65: Finish all Sarpan/Tiam/Danaria/Katalam campaigns, and then tackle BM camps
Make sure to always use XP amulets when you're running instances.
