How to take over Kaidan Watchpost

Hey, just got a quest Kaidan Capture. I have to kill Occupation Commander in Kaidan Watchpost in Eltnen (it's near the Eltnen Observatory). The quest tracker is telling me to go there, but there are only Kaidan Protectors and the quest area is marked as "???". What should I do then? How to make it to Elyos camp?
