For GP you must complete SWB quest line. 

Elyos - "Meet Stifas the Stiff"

Asmo - "A Fierce Struggle"

Also SWB = EB = The Eternal Bastion.

Thanks for the information. Seems I've done those quests, just needed to finish the last one.

Just to add more information to @sophisticated message:

Firstly I did the "Meet Stifas the Stiff" and after that "Bastions Are Eternal; Positions Are Not". The NPC gives several quests then and one of them is: "[Alliance] Accounting for Orders". When done, you will receive "[Alliance] Keep Up the Defense". I haven't finished the "Accounting for Orders" one, that's why I didn't received the 100GP quest.

So the quest chain is: <Meet Stifas the Stiff> --> <Bastions Are Eternal; Positions Are Not> --> <[Alliance] Accounting for Orders> --> <[Alliance] Keep Up the Defense>
